During the last period, the Party and the State have paid special attentions to the Northwest with preferential policies on socio-economic development, poverty reduction and social security assurance. The Party committee, the authority and the peoples of the Northwest provinces have made efforts to work, overcome difficulties and challenges to build a more and more developed Northwest region, create better lives for the regional people. On the other hand, although the transport infrastructures in Hoa Binh province in particular and the Northwest region in general have been invested, they have not yet met the demand for development, especially the major axes connecting the region with other localities and regions are still limited, mainly via NH6, however this is nearly the only with low technical standards, greatly affected by weather conditions such as flood, landslide and mist, etc. In order to deal with this matter, the Prime Minister approved the policy on investment in Hoa Binh – Moc Chau expressway construction project as per Decision no. 579/QD-TTg dated 17 May 2019 in PPP form.
According to Decision No. 1454/QD-TTg dated 01 September 2021 of the Prime Minister approving the master plan on road network in the 2021-2030 period, vision until 2050, Hoa Binh – Moc Chau expressway construction project under Ha Noi – Hoa Binh – Son La – Dien Bien expressway with scale of 04 complete expressway lanes, design velocity 60 – 80 km/h according to standard TCVN 5729:2012.

The Contractor Joint Venture of VNCN Engineering Construction and Investment Joint Stock Corporation (VNCN E&C) – Vietnam Construction and Import-Export Joint Stock Corporation (VINACONEX) – Hoa Binh 479 Joint Stock Company (HB479) has been implementing Package XL-01: Construction (including survey and shop-drawing design preparation) of road embankment, pavement and works on the section from Km19+000 to Km40+750 (excluding 02 tunnels and road embankment, pavement, works on section Km34+990 – Km37+87.870 and section Km37+798.400 – Km38+911.540).

– Starting point: about Km19+000 before the junction with the project on the Da Bac town – Thanh Son – Phu Tho road, connecting with section Km0 – Km19 of Hoa Binh – Moc Chau expressway, in Da Bac town, Da Bac district, Hoa Binh province.
– Ending point: about Km53+000 connecting with Hoa Binh – Moc Chau road construction project, section in Son La province, in Chieng Yen commune, Van Ho district, Son La province.
– Total length of the project: about 34km

- Road part:
– Expressway: 04 traffic lanes, design velocity V = 80km/h, road embankment breadth B=22m, in phase 1 there will be 02 traffic lanes, road embankment breadth B=12m.
– Expressway surface: Highway A1, required elasticity modulus in phase 1 E ≥ 180MPa.
- Bridge part:
– The bridges are of RC and pre-stressed RC according to standard TCVN 11823:2017; The breadth of bridges fits with the breadth of the road; In phase 1 the bridge breadth is B=12m; in the complete phase, 01 more module of bridge will be constructed nearby with B=11.25m (in accordance with the design plan of bridge and tunnel).
– Hoa Son bridge (Km41+469.05) and Bridge at Km42+379.650 are designed with the complete scale ensuring 04 motorized lanes in accordance with the complete phase (there will be no urgent stop lane on the bridges) B=17.5 m (for Hoa Son bridge, total breadth is B=21.0m).
– Design load: HL93, other loads shall comply with standards for design of bridges as per Standard TCVN 11823-2017 and other relevant standards.

VNCN E&C implements 02 special-class bridges on the main road including:
1/ Bridge at Km37+433.366: Special class, cantilever box girder and Super T girder
- Span layout and breadth: (38.2+90+2×135+90+39.1+3×40+39.1). Legnth of the entire bridge: 699.450m; Breadth of bridge surface:12m
- Pier: Cast-insitu RC piers of main bridge consist of two fixed rectangular cross-section columns, pier height 88.17m. Foundation of bored piles D2000.
2/ Bridge at Km39+335.868: Super T simple bridge

The bridge consists of 29 spans divided into 5 linked spans as below: (40.35+4×42.5) + (42.25+4×42)+(4×42+42.5)+5×42.5+5×42.5+3×42.5+40.35
Length of the entire bridge: 1,232.90m; Breadth of bridge surface: 12m
- Pier: Cast-insitu RC piers of main bridge consist of two fixed rectangular cross-section columns, pier height 50m. Foundation of bored piles D1500.
VNCN E&C are focusing manpower and equipment on speeding up the construction of the project, contributing to soon completion of Hoa Binh – Moc Chau expressway project, which helps connect the Northern mountainous region with the Red river delta region and the Central region, by which reducing the logistics cost, increasing the competitiveness of products and the economic development.
